GIS Maintenance & Sustainment

We worked with NAVFAC Southeast GeoReadiness Center on several of their objectives. Among them was improving data quality to meet Financial Improvement and Audit Readiness (FIAR) by working towards a 1:1 relationship between the Real Property database of record and features stored in the enterprise GIS database. Another objective was to maintain and manage the ArcServer map services and train users on the interactive geospatial data viewer environment known as the GeoReadiness Explorer (Flex viewer). Next, was to create and publish standard map products such as Installation Base Maps and Aerial Imagery. The next objective was to fulfill custom Map & Data Requests to the GeoReadiness Center to assist with specific projects, initiatives, planning, or other activities on or surrounding the Navy installation. Finally, to participate in Small Unmanned Aircraft System (sUAS) program to provide capability for in-house aerial imagery development.

Working together with our client, we were provided the following deliverables:

  • Over 90% of records in the Real Property database are reflected in GIS.
  • Over 100 modifications so far to map services or viewer instances during FY15 (ArcServer)
  • Averaging 270 users in GeoReadiness Explorer each month (Flex Viewer)
  • 213 Users training on the GeoReadiness Explorer so far during FY15 (Flex Viewer)
  • 740 custom Map & Data Requests filled so far during FY15 using ArcGIS 10.1
  • A python script to calculate data completion metrics to report to SE and HQ leadership
  • Successful Gatewing sUAS training each month at range locations in the SE

Today the Southeast GeoReadiness Center is one of the best regions in NAVFAC for FIAR numbers. They have increased visibility and usage of the Southeast GeoReadiness Center for project work, map requests, data validation, deliverable standards, etc. They have improved confidence in the on-site staffing model through strong support and kudos of on-site personnel comments sent to SE GRC, HQ GRC, and Asset Management leadership. They have GIS personnel available for Emergency Response Teams during natural disasters with ready-to-use products as well as immediate aerial imagery capture with sUAS system. They have fast, competent, standardized updates to map services and GeoReadiness Explorer. They have life-cycle map creation ability on-site at each main installation (gather requirements, map layout, creation, review, revisions, review, print) quickly and in-person. They can take advantage of custom layer files for representation of GIS data layers (Environmental data, Noise Studies, Planning Layers, Utilities, etc.). And they now have immediate knowledge of data completion metrics with the ability to get “ahead of the curve” by developing metrics yet to be rolled out to other regions.
