Resilient Redevelopment Plan – NCEM

On December 13, 2016, the North Carolina General Assembly passed the Disaster Recovery Act of 2016 (Session Law 2016-124) which directs the North Carolina Division of Emergency Management (NCEM) to meet with the 49 counties with federal disaster declarations for Hurricane Matthew and the 2016 Wildfires.  Under this law, each county will complete a Resilient Redevelopment Plan by May 1, 2017.

In support of reaching the May 1st deadline, GISinc and ESP Associates teamed up to provide an online Cloud based platform to host and distribute vital information that will help expedite and enhance the planning processes. Together, GISinc and ESP built the infrastructure and user experience that provides the public with a single point of information for meeting dates, news, and up to date statistics on the recovery process. Also, an executive summary portal provides daily situational awareness through dashboards and automated reporting. Finally, an online experience exists for the County Planners that provides a higher level of Geospatial data and documentation sharing for interaction with the affected communities.

ArcGIS Enterprise 10.5 plays a key role in the distribution and analysis of geographic datasets as well as providing a clean integration with other key business systems such as Windows Active Directory Server, which is used for managing user access and authentication, and SharePoint Server that provides collaborative document sharing and review.
